Upcoming Seminar: Filing of Receipts and Payments and Procedures for Obtaining Tax Clearance in a Winding Up
The Inland Revenue Authority of Singapore (“IRAS”) has streamlined and revised the filing procedure for Receipts and Payments by Liquidators for companies in liquidation. The revised procedure will be implemented with effect from 1 July 2011 and is applicable to all modes of liquidation.
IPAS and ICPAS, with the strategic partnership of IRAS, have worked together to co-organise the Seminar titled “Filing of Receipts and Payments and Procedures for Obtaining Tax Clearance in a Winding Up” to allow insolvency practitioners to keep up to-date with the filing requirements and reduce the risks of non-compliance. In this Seminar, the presenter from IRAS will share with practitioners on the revised filing procedure and how it differs from the previous procedure. There will also be a panel comprising tax regulator sand leading insolvency practitioners to take practitioners’ queries and exchange views with liquidators and companies undergoing liquidation may be better prepared for compliance with the revised procedures.

Founder and CEO of Don Ho & Associates & Chairman of IPAS
Mr Don Ho Mun-Tuke is the founder and present CEO of Don Ho & Associates, Certified Public Accountants. Besides small companies’ audits, his main focus is in the insolvency practice in liquidations, judicial managements, receiverships, investigations, restructuring and schemes of arrangements. Presently he is serving as Council Member & Chairman of the Insolvency Practices Committee of ICPAS as well as the Chairman of IPAS.
Lai Sian Ying, Raine (Speaker)
Manager, Small Corporations Branch, Corporate Tax Division of IRAS
Ms Lai Sian Ying, Raine is a Manager with the Small Corporations Branch, Corporate Tax Division of IRAS. She manages a team handling companies’ cessation matters and processing claims under the Productivity and Innovation Credit Scheme. She has experiences in corporate tax assessment and education work as well as individual income tax audit.
Ms Quek Puay Kiang (Panellist)

Ms Quek Puay Kiang is currently the Tax Director of Small Corporations Branch, Corporate Tax Division of IRAS. She has 19 years of corporate tax experience handling companies across a wide spectrum, including companies enjoying tax incentives.

Mr Chee Yoh Chuang is currently the Head of Corporate Recovery of RSM Chio Lim LLP. Yoh Chuang is an approved liquidator with more than 25 years’ experience in all types of insolvency assignments ranging from restructuring and workouts, to judicial management, receivership and liquidation. He has also been actively involved in forensic investigations involving fraud, embezzlement and falsification of accounts. Yoh Chuang has acted as the expert witness in numerous court and arbitration proceedings involving divorce, commercial disputes, frauds, claims for losses and damages. Presently he is serving as a Committee Member of the Insolvency Practices Committee (IPC) of ICPAS and also a Director of the Insolvency Practitioners Association of Singapore (IPAS).

Partner of Ernst & Young Solutions LLP
Mr Aaron Loh is a partner with Ernst & Young Solutions LLP. He has been involved in corporate recovery and restructuring engagements during his 19 years of experience in this industry, including corporate restructuring, liquidation, special reviews and judicial management assignments and has been involved in the streamlining process for multinational corporations, including the voluntary liquidation of their subsidiaries. His work has seen him also manage engagements in Singapore, United Kingdom, Indonesia, China, Brunei and Malaysia.
